FBR National Faceless Centre: New Jurisdiction and Powers

The Federal Board of Revenue (FBR) has introduced a dedicated jurisdiction framework for the National Faceless Centre (NFC), giving specialised tax officers authority to handle audits, assessments, quality control, penalties, recovery and related tax proceedings.

The framework, effective from October 1, 2026, represents a significant shift toward technology-driven and centrally managed tax administration in Pakistan.

What Is the National Faceless Centre?

The National Faceless Centre is designed to conduct specified tax proceedings through a digital and assignment-based system.

Instead of a taxpayer’s case remaining with a conventional local tax office, FBR can assign specific proceedings to authorised officers working under specialised NFC wings.

The system is intended to reduce direct interaction between taxpayers and tax officers while promoting consistency and greater transparency.

How Are Cases Assigned?

A key feature of the new framework is algorithm-based assignment.

The Chief Commissioner of the National Faceless Centre may assign jurisdiction, powers and functions to officers through an automated system.

Cases may be allocated to officers working in different NFC wings depending on the nature of the proceedings.

Four Key NFC Wings

The National Faceless Centre operates through specialised functions:

1. National Faceless Audit Wing

The Audit Wing can conduct specified tax audits and proceedings involving matters such as:

  • Determination of taxable income
  • Unexplained income and assets
  • Tax liabilities and refunds
  • Requests for information and supporting documents
  • Audit reports
  • Applicable penalties for non-compliance

2. National Faceless Assessment Wing

The Assessment Wing handles assessment-related functions, including:

  • Tax assessments
  • Best-judgment assessments
  • Amendment of assessments
  • Revisionary matters
  • Default surcharge and penalties
  • Rectification of mistakes
  • Tax credits and refund adjustments
  • Notices and information requests

3. National Faceless Quality Control Wing

The Quality Control Wing provides an additional review layer.

It reviews draft audit reports and assessment orders and makes recommendations before relevant proceedings are finalised.

This separation helps prevent one officer from controlling the entire process from audit through final decision.

4. Field Operations Wing

Although the system is designed to be faceless, certain matters may require physical action.

The Field Operations Wing can handle:

  • Physical verification
  • Service of notices and orders
  • Verification of business activities
  • Verification of assets and investments
  • Tax recovery
  • Facilitation centre operations
  • Other enforcement-related functions
  • e and financial records properly organised.
  • Maintain supporting documents for declared assets and transactions.
  • Reconcile income, expenses and wealth statements.
  • Respond to FBR notices within the applicable deadline.
  • Seek professional advice when facing an audit or assessment.
  • Ensure tax returns and supporting information are accurate and consistent.

Why the Faceless Tax System Matters

The National Faceless Centre represents an important development in Pakistan’s tax administration.

By separating audit, assessment, quality control and field operations, the framework aims to create a more structured process while reducing direct taxpayer-officer interaction.

For taxpayers, however, stronger digital administration also means that accurate documentation, timely responses and tax compliance are more important than ever.
