The reform introduces computerised case allocation, electronic communication and separate audit, assessment and quality-control functions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FBR has established the <strong>National Faceless Centre (NFC) in Islamabad<\/strong>, while detailed rules for faceless income-tax proceedings have been proposed under Chapter XX of the Income Tax Rules, 2002.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Is the Faceless Audit System?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Under the proposed framework, selected tax cases would be handled electronically through the National Faceless Centre rather than through direct taxpayer-officer interaction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cases would be selected through a <strong>computerised, risk-based system<\/strong> and allocated automatically to relevant officers or specialised units.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Three Separate Functions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A major feature of the proposed system is the separation of responsibilities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Audit Wing<\/strong> \u2013 examines the taxpayer\u2019s records and information.<\/li>\n\n\n\n<li><strong>Assessment Wing<\/strong> \u2013 determines the tax assessment.<\/li>\n\n\n\n<li><strong>Quality Control Wing<\/strong> \u2013 reviews the audit and assessment work.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The same officer would not perform more than one of these functions for the same case and tax year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">IRIS Will Handle Electronic Communication<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For cases assigned to the faceless system, <strong>FBR IRIS<\/strong> would serve as the primary communication channel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taxpayers and their authorised representatives would submit replies, documents, evidence and other information electronically. Notices, communications and hearings would also be conducted through the electronic system.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Physical Verification Is Still Possible<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The faceless system does not completely eliminate physical verification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where required, a separate field team may verify matters relating to business operations, assets, investments, expenditure or other relevant issues.
